Peace and War Report (Week of September 21)
United States — UNGA 81 Taking Place Amid World War
Against a backdrop of world wars affecting global trade and development all around the world, the United Nations opens its 81st Assembly in New York City. The US-Iran war continues to impede traffic flowing through the Strait of Hormuz; the US-Russia proxy war through Ukraine continues to impede cargo flow through the Black Sea; and the economic war/oil blockade against Cuba by United States is causing much suffering among their civilians.
Meanwhile, instability is spreading and sectarian violence and guerilla warfare is taking place in Venezuela, Syria, Lebanon, Yemen while ethnic cleansing continues inside of Gaza and is intensifying inside the West Bank. According to geopolitical analysts such as The New Atlas, the goal, in line with the vision set forth in the “2025 National Security Strategy,” and “2026 National Defense Strategy,” is to be able to checkmate China militarily in order “for a decent peace, in the Indo-Pacific, where trade flows openly and fairly, we can all prosper, and our interests are respected.” As U.S. President Trump’s speech at the UNGA 81 exemplifies, what matters is “winning” the “Super-Intelligence” race and forcing Iran to abandon the Memorandum of Understanding signed by U.S. and Iran in June 2026.
Why it requires $1.5 trillion dollars in War Spending, and partnering with Israel, replete with faulty AI technical conglomerates, is a question that leaves many in doubt. The AI-enabled killing machines were recently found to be partially culpable in the bombing of the girls school in Minab, Iran which murdered at least 180 school children and staff. Safeguards for protecting civilians from targeting were removed by DoW Secretary Pete Hegseth, according to Repr. Thomas Massie in a recent House speech calling for his removal. Global Sach reports a theory that a deliberate AI-error led Saudi Arabia to believe that the plane from Iran trying to land in Sanaa carried bombs not delegates, and so it reignited its war on Yemen.
Does not the collection and build up of these war planes, bombs, and bases only seem to lead to endless war?
In fact the President’s speech—his talking points and actions do not actually venture far from NDS 2026—and its themes are surreal when compared to the 1948 United Nations Charter and its Preamble.
Here is what the Preamble for the United Nations Charter states:
“We the Peoples of the United Nations determined to save succeeding generations from the scourge of war, which twice in our lifetime has brought untold sorrow to humankind, and; to reaffirm faith in fundamental human rights, in the dignity and worth of the human person, in the equal rights of men and women and of nations large and small, and; to establish conditions under which justice and respect for the obligations arising from treaties and other sources of international law can be maintained, and; to promote social progress and better standards of life in larger freedom.“
The past is prologue when Presidents and Prime Ministers and their minions use social media to spew hatred and divisiveness while preaching moral purity. There has never been so much cognitive dissonance; it is the antithesis of the values of the UN Charter Preamble continuing as follows:
“And for these ends: 1) to practice tolerance and live together in peace with one another as good neighbors, and 2) to unite our strength to maintain international peace and security, and 3) to ensure, by the acceptance of principles and the institution of methods, that armed forces shall not be used, save in the common interest, and 4) to employ international machinery for the promotion of the economic and social advancement of all peoples.”
It is clear that unless one comes from a warped psychopathic perspective what the Preamble promotes is a more fair just humane world where everyone has a chance to succeed. But this is also stated in Article 1 on what the principles and purposes of the United Nations ought to be:
“Article 1. The purposes of the United Nations are: 1) To maintain international peace and security, and to that end: to take effective collective measures for the prevention and removal of threats to the peace, and for the suppression of acts of aggression or other breaches of the peace, and to bring about by peaceful means, and in conformity with the principles of justice and international law, adjustment or settlement of international disputes or situations which might lead to a breach of the peace; 2) To develop friendly relations among nations based on respect for the principle of equal rights and self-determination of peoples, and to take other appropriate measures to strengthen universal peace; 3) To achieve international cooperation in solving international problems of an economic, social, cultural, or humanitarian characters, and in promoting and encouraging respect for human rights and for fundamental freedoms for all without distinction as to race, sex, language, or religion; and 4) To be a center for harmonizing the actions of nations in the attainment of these common ends.”
Yet today we have a growing number of world leaders led by the President who appear to not be interested in conducting diplomacy in good faith, in negotiating treaties in good faith, in nominating board members in good faith for the benefit of all. Rather, they are motivated by pecuniary interests, augmenting their sense of power, enlarging upon their reputation, social influence, and potential spheres of interests. This is exemplified in the Gaza Peace Board where $1 billion is the qualification which buys a permanent seat; and $100,000 per month buys early trading tips from Truth API; and memberships in Trump Golf resorts buys access; while transnational drug lords are released from prison.
Of course it makes the average Second World nation presenting at the 81 UNGA Debate seem square and ordinary. Here is what President Lam of Vietnam states at the UNGA for his “Better Together: 81 Years and More for Peace, Development, and Human Rights” themed speech with regard to restoring trust among nations:
“The UN Charter and international law form the foundation for the international order. They must be respected fully, consistently, and without selectivity. All states must respect each other’s independence, sovereignty, territorial integrity, and right to choose their own path of development, refrain from interference in internal affairs, and refrain from the threat or use of force inconsistent with the UN Charter. Restoring trust does not require countries to erase differences, but rather to manage such difference responsibly. Crisis must be prevented, competition must be kept under control, and dialogue must be sustained. Major powers should lead by example in respecting international law, exercising restraint and responsibly addressing common challenges and the UN must remain at the heart of these efforts. In every conflict, civilians must be protected. International humanitarian law must be respected and humanitarian access must be ensured.“
Under the Trump ad-hoc foreign policy, any country that voices support for a host of countries currently under U.S. sanctions can become themselves penalized by the Office of Foreign Assets Control as the U.S. is an eager enforcer of penalties through weaponization of the dollar. Thus voicing support for Cuba, Venezuela, Iran, etc can transform a nation into one vulnerable to targeting by the United States, which is one reason why multipolarism and multilaterism are gaining popularity in spite of the placement of powerful reactionary figures to lead at the UNGA.
US Congress Year of Recesses Continues
In an increasingly oppressive legislative atmosphere with efforts to counter the onslaught of Trump Executive Orders crushed by GOP opposition or absence (they have been on recess a lot over the past year), the US Congress will be facing a time-crunch once they return after November 1st. Chief among the bills that remain for debate are the NDAA 2027 (as discussed in the previous report by AGN) with its $1.5 trillion dollar budget and the Section 219 that will essentially comingle the Israeli and US militaries.
Former Congressman Dennis Kucinich of Ohio has written eloquently about why we need to stand up for our Constitution and especially on the 250th Birthday of the United States. We are about to surrender our sovereignty and hand over the reins to a ruthless nation with no Constitution. Their “Basic Law: Israel as the Nation-State” passed in 2018 justifies religious apartheid, and their Likud Party Prime Minister asserts before the 81st U.N. General Assembly that there is no ethnic cleansing or genocide taking place inside of Gaza or the West Bank—they are being taken care of, fed, given water, and even provided vaccinations.
However this is not what the people, especially Palestinians, inside of Gaza and the West Bank experience. This is not what is widely shared, heard, and visible in the live-streams of the large-scale destruction, massive suffering and displacements, daily drone strikes, humiliating crowded long lines which people must endure for a bit of water, some soup, and at the checkpoints to work inside of Israel. Palestinian women’s rights activist Amal Kraisheh shares some of these frustrations at a recent forum hosted at World Beyond War by the Global Solidarity for Peace in Palestine:

West Bank, Palestine (Israel) has up to 1200 checkpoints and barriers | PalestinePortal.org
“We can’t talk about coexistence while we have 1,200 checkpoints and iron gates. We can’t talk about coexistence and normalization in situation that all the West Bank turn to become isolated cantons and there is no security even to reach my garden. And we talk about escalation of the number of settlers building settlements turning the West Bank to be like a prison, open prison or prisons in each village or town. This will not bring peace. So our message is maybe to continue accumulating on the solidarity of Palestinian people to stop the war in Gaza, to withdraw the Israeli army from Gaza, and actually to reveal what is going on with this structure, the Peace Council in Gaza.
“Nothing happened. Still Israel weaponize the international aid, humanitarian aid, and still Israel gain a lot of support. Israel have a lot of weapons, a lot of trade with many countries, and so actually we have to revive the energy for solidarity, and there is also in Palestine, we have to continue as civil society, as democratic forces, as political parties, to push forward to have election under occupation as part of our resistance and our resilience to renew and to reform our leadership, our political regime, to protect our people and to continue the resistance and the resilience against the apartheid Israeli government. So what I can say at the end or conclude is that when accountability is postponed, injustice is prolonged, and where accountability ends, impunity begins.”
Ms. Kraisheh describes a double standard that exists in the Western consciousness, one which allows them to enforce the steady erasure and cultural genocide of Palestine and Palestinians whether in the educational system or, as Electronic Intifada observes, to archive and then disappear from history the 1948 Nakba and priceless artifacts:
“The seized Palestinian archives, collections and materials — cultural and otherwise — were typically surveyed and studied by Israeli intelligence and transferred to the pre-state and state’s colonial archives, both military and civilian. In many cases, Palestinian cultural property looted by individuals was also put in Israel’s official archives…Israel’s purpose, however, is not to preserve Palestinian historical memory but to erase it from the public sphere. Therefore, Palestinian materials are not catalogued and treated according to archival standards and conventions but are instead subjected to colonial ones.” — Electronic Intifada
“We Have No Choice But to Win” Recipe for World War
As many are already observing, NDAA 2027 Section 219 will intensify and accelerate the cross-training of American ICE and police with the Israeli military, hardening them to their methods. Disappearance of people with no accountability from the police will become a new normal, according to Syria correspondent Vanessa Beeley. Destruction of unwanted minorities’ documents, appropriating their intellectual property, using targeted surveillance to isolate them will become as routine as inside the West Bank and Gaza (Occupied Palestine Territories). As Beeley and others report, the Israeli settlers are not just “misbehaving underprivileged teenagers,” as one NPR story reported, but packs of fierce Israeli Jews, armed criminals and families, taking advantage of the “free land” by actively uprooting native Palestinians from the West Bank whether in Areas A, B, C, or along the Jordan River, often backed by the Israeli Law.
The extent of these double-standards is apparent during the UNGA Debate. PM Netanyahu can travel across the United States and around the world no matter any ICC arrest warrant, and praise the IDF as the “most moral army” in the world. Because winning is so important, the US President and his men have repeatedly openly threatened and sanctioned ICC judges, but in his speech, Trump threatens to defund the ICC and boasts about defunding the United Nations. Meanwhile Palestinian Authority President Mahmoud Abbas, for the second year, is not even able to enter the United States due to visa restrictions.
This is the result for the Palestinian Authority after having acquiesced to the Gaza Peace Plan, token representation on the Peace Board, and surrendering arms. This is what impunity means when the President of the United States can openly threaten to annihilate the Islamic Republic of Iran and “do it quickly, never giving them a chance to kill and destroy people and countries again” and “drive them into hell with no chance of survival and no hope of future greatness or generations.” Today such threats and falsehoods are spoken from the United Nations podium in the belief that other nations must bow and strike a favorable deal for America which is now merging their military for Israel.
There is nothing of the kind of global concern there ought to be due to the threat of a global recession and weakening in the economies from the Middle East to East Asia to the Global South due to cuts in fossil fuel availability and agricultural necessities such as fertilizers. The United States and Israel have no regret over starting the Iran War and the atrocities they carry out. But this year of wars has been marked by the invasion of Venezuela, oil embargo on Cuba, ongoing trade wars, continuing proxy war against Russia, threatening or planning eventual war against China, and aiding Israel in its stoking of war against Syria, Iran, Lebanon, Occupied Territories, Iraq, Yemen, and overall mission to control the cyberspace (Netanyahu describes it as a “seven-front war“).
The campaign promises of Trump as a “peace President” and worthy of the Nobel Peace Prize is a dusty memory for American voters foolish enough to have believed and voted him into office again.
This is why there are so many inherent dangers in allowing Section 219 “US-Israel Defense Technology Cooperation Initiative” within the 2027 NDAA. As retired US Air Force Lieutenant Colonel Karen Kwiatkowski discloses in a recent interview at Geopolitics & Empire, Section 219 allows Israel to gain all the funds it desires directly through the Pentagon and convenient backdoors. No longer will it have to lobby Congress for yearly funding through pro-Israel AIPAC. It can feed directly from the NDAA $1.5 trillion trough, additional war bills, and security appropriations.
Violations of the US Constitution and Declaration of Independence
AGN studied the U.S. Constitution recently, and while not an expert in law, there are already flagrant issues that will arise if a US-Israel military merger evolves. This is aside from considerations of Presidential (and cabinet) conduct involving Article 1 Section 6 Emoluments Clause; Section 6 interference with Congressional authority over access to useful arts and sciences presentations through the Kennedy Center; Section 8 that only Congress has the right to declare war; Section 9 and 10 that the President and his associates are encouraging by example insider trading, exploiting virtual banking coinage, and breeding of an elite class free of taxes and accountability.
In fact, The Kucinich Report in “The NDAA Proposed Merger of the U.S. and Israeli Military is Strategically Unwise and Inherently Unconstitutional” frames Section 219 as an abrogation of the U.S. Constitution and a threat for American sovereignty due to the complex entanglements it allows through the integration of militaries:
“Section 219 of the National Defense Authorization Act of 2027 threatens to undermine the foundational principles of our republic and our constitutional democracy. Advocates for Section 219 describe it as a strategic partnership, a modernization of military cooperation between the United States and Israel. Yet the language of the provision reaches far beyond cooperation. It calls for the integration of military planning, intelligence sharing, technological development, procurement systems, research capabilities, and strategic operations in ways that blur the distinction between two sovereign nations…This is not merely a policy question, it is a constitutional one.“
Kucinich distinguishes between cooperation versus integration and where the former involves independent decision making while the latter “creates pressure towards shared decision making and shared consequences.” In fact, sources indicate that pro-Israel lobby organizations and Israeli leadership have expressed support for ending foreign aid bills and instead making Israel a full military partner under Section 219. According to a letter by Prime Minister Netanyahu to U.S. Rep. Marlin Stutzman (R-Indiana) obtained from The Washington Post, “The time has now arrived for us to move from aid recipient to partner.”
The PM Netanyahu and his political machinery endorse Section 219 (House version) and Section 1217 (Senate version) and undoubtedly is lobbying enthusiastically behind the scenes while using their control of American mass media to suppress any Congressional concerns. They are appearing willing to cede existing US-Israel MOU (the 2016 US-Israel MOU expires in FY2028) and proposed security assistance or other proposals for separate military aid packages under the presumption that soon Israel will be supported directly from the NDAA and various hefty security partnerships.
As a whole, the U.S. spends trillions supporting U.S. bases, Middle East defense capabilities, war-capacity building activities and pre-emptive war-making, only to have those entities severely devastated from the recent wars and now requiring rebuilding, while often blindly adhering to Israel’s foreign policy of “endless war.” This is why, increasingly, tax-paying voters are asking how do such policies serve the citizens of America?
Already the President, as identified by both lawmakers and political experts, may be accused under Article 2 Section 4 of “Treason, Bribery, or other high Crimes and Misdemeanors” for enabling or participating in sequestering foreign funds assets and profits from Venezuela (and other nations) in offshore accounts, excessive use of Executive Order, allowing conflicts of interests to flourish such as those involving World Liberty Bank Financial cryptocurrency profits, etc.
Now there is the specter of this and future U.S. Presidents effectively empowered to abandon their oath of office and undermine the U.S. Constitution by abdicating the “will to the best of my ability, preserve, protect, and defend the Constitution of the United States.” Never mind that even ABC News (“Trump doesn’t place hand on Bible during swearing-in“) records that the incoming President on January 20, 2025, “did not place his hand on the Bible as he took the oath of office during his inauguration on Monday.” In contrast, Vice President JD Vance “placed his right hand on a Bible that was held by his wife, Usha Vance, as she also held one of their three children.”
Section 219 (and Senate Section 1217) will in effect render unnecessary public disclosure in shared US-Israel decision-making with regard to war, defense operations, cyber-policy and research, data gathering, surveillance and information-sharing. Instead it will actually allow, encourage and intensify ongoing targeting of people identified as “anti-Semites” for pre-crime. And just as inside Israel today, Palestinians who are “pre-crime” regardless of age, nationality, innocence, gender, education, etc are frequently gunned down or imprisoned and tortured. It is a society with mandatory service requirements and where open-carry of automatic rifles and cruelty towards non-Jews is completely normalized.
There will be no guardrails against the steady erosion of civil rights, legal due process, pre-crime detention, and cyber-control. Instead, pro-Israel structural gate-keeping will become prerequisite and part of entry into the American dominant hegemony. In fact, Australian whistleblower journalist Brendon O’Connell and podcasters such at “More Perfect Union” trace the extent to which the techno-giants are already cooperating closely inside Israel: Microsoft, Google, Amazon, Palantir, Black Rock. Major news media companies in Israel already have their publications vetted and reviewed before release to syndicated markets. But the US-Israel merger carries reverberations that reach back into Deep State projects that will push their way through Hollywood involving predictive programming and media partnerships for pro-Zionist operatives.
Constitutional Guardrails Needed
The Kucinich Report observes and recommends that the President is required to make Treaty with Israel before Congress before such a close partnership with Israel (as provided by Section 219) is approved and established that effectively reduces the President’s authority as Commander in Chief permanently and for all time.
This is in accordance with Article 2 Section 2 of the United States Constitution reprinted in part:
“The President shall be Commander in Chief of the Army and Navy of the United States, and of the Militia of the several States, when called into the actual Service of the United States….He shall have Power, by and with the Advice and Consent of the Senate, to make Treaties, provided two thirds of the Senators present concur…“
The Kucinich Report asserts:
“The President serves as Commander in Chief of the Armed Forces of the United States. Congress possesses the authority to declare war. Together these provisions were meant to ensure that decisions involving American lives, American treasure, and American military power remain accountable to the American people.” Instead, “Section 219 moves the nation in the opposite direction. It creates permanent structures through which military, intelligence, technological, and strategic functions become increasingly intertwined with those of another government. Even if no formal transfer of command occurs, the practical effect is to make American decision making dependent upon relationships and commitments that exist far beyond the reach of American voters.“
Picture what we already see taking place. Israel PM makes a decision to go to war with his staff but needs an order of billet and military supplies. He uses ancillary authority such as a retinue of lobbyists, but now he also buys a membership at Mar-a-Lago and visits Trump personally several times a year. They covertly plan joint operations and pre-emptive strikes which Israel has justified as essential to protect its existence. From the megalomaniacal perspective there is nothing paradoxical or irrational in executing a pre-emptive “nuclear first-strike” to prevent Iran from developing nuclear weapons or “weapons of mass destruction”; similar excuses were used 23 years ago to attack Iraq; the very same person even stood at the podium at the United Nations and recommended war as essential!
Now there need no longer be covert consultations. It can be coordinated and take place at any time without any public warning or need to inform as part of a multi-staged transnational transcorporate Mossad false flag pre-emptive war conflagration. Not only will this violate Article 2 Section 2 on Presidential responsibilities, but inculcate problems of authority and accountability, as well as violate the principles of national sovereignty.
“Foreign officials do not swear an oath to defend the Constitution of the United States. Yet military integration creates circumstances in which foreign officers, planners, intelligence officials, and strategic personnel may influence decisions affecting American troops, intelligence assets, military technologies, operational planning and decisions to use military force.”
Furthermore, at least according to the Framers of the Constitution, they did not envision surrendering our national sovereignty to any other government, let alone one which needs to be punished under the Leahy Laws. A rogue state such as Israel should not become any U.S. military partner, but in fact, military assistance of all kinds must be withheld or at the very minimum carefully scrutinized due to their perpetual and ongoing violation of human rights.
The Kucinich Report also reasons:
“Congress cannot delegate core sovereign responsibilities to another government. The defense of the nation, decisions involving military force, intelligence operations, and national security policy are among the most important powers entrusted to the federal government. A nation that cannot independently determine matters of war and peace cannot truly be considered sovereign.”

The Palestinians are being squeezed into increasingly narrow gauge Strip inside of Gaza according to the Peace Board Plan
One must ask the courts: Did America evolve over the last 250 years just to subordinate or cede our global leadership and responsibilities to such an unpopular nation? Does America need to court the enemies of Israel and earn the reputation of an “apartheid supporter” and lose the confidence of so many American Muslim and Arab and communities of color inside the United States?
The Kucinich Report lists nine reasons regarding how Section 219 is treasonous and betrays the spirit of American Independence. This is not even including a further analysis by AGN on how Section 219, elements in the NDAA, and the Patriot Act, contradict the spirit of the Declaration of Independence.
ACTIONS TO TAKE:
1) Read The Kucinich Report @ kucinichreport.substack.com
“The NDAA Proposed Merger of the U.S. and Israeli Military is Strategically Unwise and Inherently Unconstitutional”
2) Research the “United States-Israel FUTURES Act of 2026” (“The United States-Israel Framework for Upgraded Technologies, Unified Research, and Enhanced Security (FUTURES) Act of 2026”) which is the basis of core provisions incorporated into Section 219 of NDAA 2027 in the House and Section 1217 of NDAA 2027 in the Senate version.
3) Contact Your Senator and Representative to ask them to strike Section 219 (House version) or Section 1217 (Senate version), the “United States-Israeli Defense Technology Cooperative Initiative” and any form of the “United States-Israel FUTURES Act of 2026.”
Call the U.S. Capitol Switchboard (202-224-3121) and ask to be connected to your Representative or Senator. Find out their address at house.gov/representatives/find-your-representative or senate.gov/senators/senators-contact.htm
4) Join a peace-activist group organizing a visit to Capitol Hill or other activity. Visit World Beyond War or Code Pink or visit CAIR.com (Council on American-Islamic Relations) for taking action with this organization.
5) Start a “Stop War, No-Merger” letter-writing campaign. AGN has kindly prepared a draft template below:
“Dear Senator or Representative,
My name is ___ and I am a constituent living in ___. The 2027 NDAA represent an obscene amount of money, time, and attention to war-making away from basic American citizen concerns such as affordable access to medical care, reasonable costs of living, access to the social safety net including public education, SNAP, and Temporary Assistance for Needy Families, as well as emergency housing for those experiencing homelessness, and permanent supportive housing for lower income seniors and disabled people.Your public service must include a commitment to American diplomacy to advance peace, cooperation, and humanity around the world for the economic well-being of all, not just Making America Great Again. We must end the wars. Furthermore, Section 219 (House 2027 NDAA) or Section 1217 (Senate 2027 NDAA), the “United States-Israeli Defense Technology Cooperative Initiative,” represents a betrayal of the U.S. Constitution by allowing an effective merging of the American and Israeli militaries. If this passes, we will be allowing embedment of Israeli dual nationals and forces, and furthering entanglements in Israeli foreign policies, and ceding American presidential authority by allowing military decision-making to be off-shored. We will be mistaking Make Israel Great Again in place of American needs and priorities where such state has no constitution and is in effect a Zionist Apartheid state which is conducting ethnic cleansing or genocide in Gaza and the West Bank and spreading this agenda into South Lebanon and Syria. Already we are entangled in a new unauthorized war with Iran from which there is currently no end in sight and which is impacting the safety and economic security of 2/3 of the nations around the world. And these pre-emptive war strikes against Iran were undertaken through the urgings and on behalf of Israel even before the merging of the U.S.-Israel militaries under Section 219.
Please read The Kucinich Report “The NDAA Proposed Merger of the U.S. and Israeli Military is Strategically Unwise and Inherently Unconstitutional” to understand why this former Congressman, as well as Dr. Ron Paul, and Progressive Democrats and Independents view Section 219 (House version) and Section 1217 (Senate version) of the NDAA as a betrayal and as treason against the principles undergirding the founding of America—especially on its 250th Birthday.
”Congress should defend American sovereignty, uphold the Constitution, and reject any measure that integrates the executive and military functions of the United States with those of a foreign government.” Your support to strike off Section 219 (House) and Section 1217 (Senate), the “United States-Israeli Defense Technology Cooperative Initiative,” will be an act of patriotism and will earn the support of your human American descendants in perpetuity.
Thank you.”
