Open Letter Calling for an End to Hostilities Against Venezuela, All Wars, and to Free President Maduro and his First Lady (January 2026)

Dear Honorary Congresswoman Norton,

Thank you for your introduction of a House Resolution for the Nuclear Weapons Abolition and Conversion Act during each annual session as led by the Proposition One Committee and anti-nuclear campaigners and peace activists since 1994 listed on the Warheads to Windmills website.

Your leadership has led to positive change, not the least, U.S. legislative support for the Treaty on the Prohibition of Nuclear Weapons, which was adopted by the United Nations in July 2017. Since then, membership has grown from 95 to 197 signatory and member states, with 74 states having ratified or acceded to the Treaty as of September 2025.

This demonstrates the power of the grassroots nonprofits, such as World Beyond War, WILPF, Code Pink, and IPPNW, to thinktanks such as the Arms Control Association who also negotiate in good faith and push forward critical nuclear weapons safeguards such as the Comprehensive Test Ban Treaty (CTBT).

However right now under the President Trump administration and the Republican-led House/Senate-led, war is breaking out in more nations than ever thanks to direct threats and attacks led by the President of the United States, while the world is wracked by economic instability brought on by tariff trade wars which scale up-and-down weekly.

As 21st Century Wire editor Patrick Henningsen observed in a recent interview with Daniel Davis Deep Dive, the public voted for a President as leader, not a President as ruler!

The President is supposed to lead the world by modeling exemplary behavior while coordinating and working with the Congress, acquiescing to their expertise and experience.

There is supposed to be an open conference of parties which includes the public citizens as voters and tax-payers, but such is not happening today, obviously, given that the U.S. military appears to increasingly become a strong-man’s private army, ordered one day to bomb Nigeria, another day Venezuela, another day Syria, and another day Somalia.

These strikes can have dire consequences against nuclear-armed Russia and Iran, especially since both nations are also under routine attack by proxies such as Ukraine and Israel.

It is setting a dangerous precedent also when bombing (Nigeria) takes place on Christmas Day, and when a President of a sovereign nation (Venezuela) is kidnapped from his country and held in jail inside the United States. CGTN “The Hub” guest commented whether this would happen, this “perp walk” and “trophy capture” if it involved a “white man” as President. Other questions raised included what is the over-arching vision? Is this just for distraction to avoid the Jeffrey Epstein Congressional hearings against Trump? Are these dangerous reality shows and Trump “tweets” dramas to continue indefinitely?

Whether it is Gaza, Iran, Venezuela, Nigeria, Somalia, why are the victims overwhelmingly people of color? Why do their deaths not matter as much as citizens in Israel?

During the Month in Celebration of African American History, these realities are hitting very hard, that whether it is victims of ICE or NATO attacks, those victims are overwhelmingly people of color (black, brown, red, yellow), captured, detained, and dying in prison or elsewhere in higher numbers, and not even memorialized.

On top of this there is the general unpopularity the United States is earning for itself and its citizens reputationally as it undertakes to appropriate lands, resources, and goods which belong to sovereign nations, which have tried to negotiate in good faith with the United States repeatedly. This is the case with Venezuela and Iran, for instance, but also the case with other smaller nations for whom the USA represents a fearsome foe, whether it is Gaza or Lebanon.

This is why I am part of the group with World Beyond War presenting our petition to you on January 14th, and attending the Global Day of Protest for Venezuela on January 17th.

Our Petition is simple, but essential because the U.S., in a braver world, could be taken to court, either the International Criminal Court (ICC) or the International Court of Justice (ICJ), for breaking the rule of law against a legally elected President Maduro, conducting extrajudicial strikes and killings in Venezuela, and also Iran, and possibly including the mysterious death of President Raisi in May 2024. Not to mention possible destruction of properties belonging to other nations, such as the Nordstream Pipeline.

It is especially important to note, that like your House Resolution (H.R. 2775) for the Nuclear Weapons Abolition and Conversion Act states, the funding from these warmongering programs can be redirected to human and infrastructure needs such as health care, housing, Social Security, restoring the environment, jobs programs, education, and high-speed rail. Instead, under the Trump and Republican-led House and Senate, they have never come up with a viable Affordable Healthcare Plan, they are uninterested in building more Permanent Supportive Housing, improving services for the homeless, making sure that Special Education programs are funded, or even repairing canals and bridges.

A first step, represented by the Global Day of Solidarity with Venezuela is calling the need for Freeing Venezuela’s President, Nicolas Maduro and his First Lady, Cilia Flores de Maduro. We must end all war and hostilities against Venezuela, as well as Cuba and Central America. We must cancel the brutal economic sanctions, the naval blockade, and the no-fly-zone. We must end the replacement of European colonialism with American colonialism as interpreted by the Monroe Doctrine and “Donroe Corollary” whereby we can justify taking what “America needs” from whichever Latin American nation and resources the transnational oligarchists and technology plutocrats desire.

We should honor the words of President Nicolas Maduro as shared on social media OSINTdefender as “First Statement by the Government under Venezuela’s Leader Nicolas Maduro”:

“The Bolivarian Republic of Venezuela rejects, repudiates, and denounces before the international community the extremely serious military aggression perpetrated by the current Government of the United States of America against Venezuelan territory and population in the civilian and military localities of the city of Caracas, capital of the Republic, and the states of Miranda, Aragua, and LaGuaira. This act constitutes a flagrant violation of the United States Charter, particularly its Articles 1 and 2, which enshrine respect for sovereignty, the legal equality of States, and the prohibition on the use of force. Such aggression threatens international peace and stability, specifically in Latin America and the Caribbean, and endangers the lives of millions of people.

“The objective of this attack is none other than to seize Venezuela’s strategic resources, particularly its oil and minerals, attempting to break the Nation’s political independence by force. They will not succeed….The attempt to impose a colonial war to destroy the republican form of government and force a ‘regime change,’ in alliance with the fascist oligarchy, will fail just like all previous attempts…

“In this regard, President Nicolas Maduro has signed and ordered the implementation of the Decree declaring a State of External Commotion throughout the national territory, to protect the rights of the population, the full functioning of republican institutions, and to immediately proceed to armed struggle. The entire country must activate to defeat this imperialist aggression….

“In strict adherence to Article 51 of the United Nations Charter, Venezuela reserves the right to exercise legitimate defense to protect its people, its territory, and its independence. We call on the peoples and the governments of Latin America, the Caribbean, and the world to mobilize in active solidarity against this imperialist aggression.

“As Supreme Commander Hugo Chavez Frias stated, “in the face of any circumstance of new difficulties, no matter how great, the response of all and every patriot…is unity, struggle, battle, and victory.

“Caracas, January 3, 2026.”

Lastly, Congress must rein in Trump’s excesses which are harming the long-term interests of America measured not by Wall Street stock-market indexes, but actual employment data and newer alternative measures such as building occupancy rates, energy distribution from small businesses zoning, and marked increases in localized consumer productions.

Your support of any and all Resolutions to hold President Trump accountable, including starting investigation and impeachment proceedings, leading to convicting and removing the President, are appreciated.
